The short version82 words
An SVG for Cricut is a picture made of shapes, which Design Space splits into layers you can cut one by one, each from its own color of vinyl or paper. A PNG or a JPG arrives as a single flat layer instead, and a plain cut keeps only its outline. To make one, convert the picture to an SVG with a layer for each color, then upload it in Design Space. Few colors, closed shapes and few anchor points cut best.

Yes. Design Space takes a PNG, a JPG, a GIF or a BMP as one flat layer: you erase the background as you upload, then it cuts the outline, or prints the colors and cuts around them.
Its shapes are joined in one group. Ungroup it in Design Space, or convert the picture again with each color in its own group.
Yes. Convert the JPG to an SVG of flat colors, then upload the SVG: Design Space splits it into layers.
As few as the design needs. Each color is one more sheet to cut, weed and line up.
VecSnap converts and previews for free; keeping the SVG costs one credit, with every format in it.
It holds something Design Space does not support in an SVG: a gradient or pattern fill, a clipping path, editable text, or a linked or embedded picture. Convert the design again in flat colors, or upload a PNG to print and cut.
Yes. A laser app reads an SVG too, each color as a layer you cut, score or engrave; the cut-ready file engraves every area once.
Yes. Share the drawing as a PNG with its background hidden, then convert the PNG to SVG.
