The short version76 words
To use Image Trace in Illustrator, place your picture, select it, open Window › Image Trace, pick a preset or a mode, and press Trace. Then press Expand, in the Image Trace panel, to turn the result into paths you can edit. Image Trace is grayed out when nothing is selected or the selection is already vector. It follows the pixels, so a small or blurry logo comes out with uneven edges and many anchor points.

Yes: Inkscape, whose Trace Bitmap does the same job for free, and the open-source VTracer. Converting in VecSnap is free too.
Before you trace, open Advanced, tick Ignore Color and pick white: the white is left out. Older versions call it Ignore White.
It turns the tracing into ordinary grouped paths you can edit. After it, the trace's settings no longer apply.
It follows the pixels it is given: a small or blurry logo gives it soft edges and specks, so curves come out bumpy, with many anchor points. Adobe itself says a logo of precise shapes should be traced by hand. Start from the largest copy, or draw the logo again as shapes.
With Path › Trace Bitmap: Inkscape's free equivalent, built on potrace.
